His Excellency the PUIC Secretary General, Prof. Dr. Mahmud Erol KILIC, accompanied by H.E. Ambassador Ali Asghar Mohammadi Sijani, participated as an observer in the proceedings of the 12th Islamic Summit Conference which was held in Cairo, Arab Republic of Egypt, on 6 – 7 February 2013, corresponding to 25 – 26 Rabiul Thani 1434 H.
Participants in the Summit discussed a number of significant subjects included in the Conference agenda which were of concern to the Ummah and would enhance joint Islamic action.
Prof. KILIC met on the sidelines of the conference with some members of delegations and their discussions focused on promoting cooperation between the PUIC and the OIC in order to serve common objectives.

His Excellency the PUIC Secretary General, Prof. Dr. Mahmud Erol Kiliç has sent a congratulation message to the New Speaker of Parliament of Burkina Faso, His Excellency Mr. Soungalo Appolinaire Ouattara, on the occasion of his election as Speaker of the National Assembly of the sisterly Burkina Faso.
In his congratulatory message, he expressed his sincere wish and readiness to work hard to strengthen relations of cooperation between the PUIC and the National Assembly of the sisterly Burkina Faso.

H.E. the PUIC Secretary General Prof. Dr. Mahmud Erol KILIC participated in the annual Parliamentary Hearing which was held at the United Nations Headquarters in New York, USA, on 6-7 December 2012. This year’s session was held under the title “A road less travelled: Parliamentary approaches to conflict prevention, reconciliation and peace-building.”
The participants in the Hearing which is jointly organized by the UN General Assembly and the Inter Parliamentary Union (IPU) exchanged views on a three pronged question: how to prevent conflict; promote reconciliation; and help consolidate peace where it remains fragile.

His Excellency the PUIC Secretary General Prof. Mahmud Erol KILIC expressed sincere congratulations and wishes to H.E. Mr. Ali Al Rashid on the occasion of his election to the post of Speaker of the National Assembly of Kuwait.
In his congratulatory message, Prof. KILIC reiterated the Keenness of the PUIC General Secretariat to consolidate already existing bonds of fruitful cooperation with the august National Assembly of Kuwait.

H.E. the PUIC Secretary General Prof. Dr. Mahmud Erol KILIC participated in the 35th Session of the Conference of the African Parliamentary Union, which was held in Kigali, Republic of Rwanda, on 29-30 November 2012.
His Excellency delivered a speech at the opening session in which he called for further cooperation between the PUIC and The APU in order to realize their common objectives.
H.E. the Secretary General was accompanied by H.E. Ambassador Siddiq Yousif Abu Agla, Director of the Cabinet.

The PUIC Secretary General H.E. Prof. Mahmud Erol KILIC expressed the utmost sincere congratulations to H.E. the Speaker of the Palestine National Council and the Palestinian People on the occasion of granting Palestine the Status of non-member State at the United Nations with a land slide majority of votes of the General Assembly.  
In his congratulatory message H.E. the PUIC Secretary General stated that the international support, which has been reflected in such an achievement emphasizes total world awareness of the right of the Palestinian people to freedom, independence and decent living.

H.E. the PUIC Secretary General Prof. Mahmud Erol KILIC participated in the proceedings of the “Parliamentary Event on Interfaith Dialogue” which was held in Bali, Republic of Indonesia, on 21-24 November 2012.
The Event was hosted by the Indonesian House of Representatives. Thirty four parliaments all over the world as well as national and international organizations were invited to take part in the deliberations.

The Secretary General of the Parliamentary Union of the OIC Member States (PUIC), Prof. Mahmud Erol KILIÇ expressed condemnation and denunciation in the strongest terms, of the barbaric and savage aggression which the invading Israeli Forces launches against the steadfast Gaza Strip, which resulted in the martyrdom, wounding and dispersion of huge numbers of unarmed Palestinians. In his statement the PUIC Secretary General called upon all international bodies and organizations, including the Security Council, the United Nations and Civil Society organizations  to condemn this wrongful aggression, and act to force the Israeli authorities and government to immediately halt the aggression in order to preserve the blood of the unarmed Palestinians in Gaza Strip. He also invited the Inter-Parliamentary Union (IPU), as well as all national and regional Parliaments to assume their full responsibility for forcing Israel to stop its unjust aggression.
H.E. the PUIC Secretary General hailed the valour and courage of the Palestinian people in confronting this aggression.

H.E. the PUIC Secretary General Prof. Mahmud Erol KILIC accompanied by H.E. the PUIC  Assistant Secretary General Mr. Ali Asghar Mohammadi Sijani participated in the 127th IPU General Assembly, held in Quebec City, Canada, .
H.E. the PUIC Secretary General delivered a speech at the meeting of the Committee on United Nations Affairs in which he addressed several important issues on the international arena, and the role of parliaments in tackling these issues.  
The Islamic Group of the PUIC Member Parliaments held its regular Consultation Meeting on Sunday 21 October 2012, from 13:30hr to 15:00hr, at the Convention Center, Quebec, Canada, on the sidelines of the 127th Assembly of the Inter-Parliamentary Union (IPU).

The Parliamentary Assembly of the Mediterranean (PAM) expressed sincerest thanks for the “key note speech” which the PUIC Secretary General, Prof. Mahmud Erol KILIC, delivered at PAM’s Seventh Session, held in Malta, on 12-13 October 2012.
In a letter to Prof. KILIC, PAM’s Secretary General Ambassador Sergio Piazzi said that the speech was particularly appreciated “in view of the latest upheaval sparked by religious intolerance” in the region.
He also said that PAM welcomed the call for the adoption of laws to prevent the vilification of people’s religious beliefs. Ambassador Piazzi stressed that PAM and the PUIC agree on a number of issues, amongst which are the inalienable rights of the Palestinian people.

H.E. the PUIC Secretary General, Prof. Mahmud Erol KILÇ condemned and denounced the unjust Israeli aggression against the Yarmuk Factory in Khartoum. This aggression constitutes a blatant violation of state sovereignty and independence as well as a breach of international laws and conventions.
His Excellency reiterated the resolutions of the Seventh PUIC Conference which stresses support for the Sudan in defending its sovereignty, security and stability, and strongly stands by its side against all external threats which it faces, especially those directed by the Zionist entity.

The PUIC Secretary General H.E. Prof. Dr. Mahmud Erol KILIC, accompanied by Mr. Hakki Uygur, Director of Administrative Affairs and Protocols at the General Secretariat, attended the proceedings of the International Forum, organized by The International Secretariat of TURKPA, in Istanbul, Turkey, on 14-16 October 2012.
The invitation letter to the Forum Stated that the participants will discuss “Role of youth leadership in the development process of interstate cooperation.”
The letter also stated that political conflicts and tensions in the region and Eurasian area can be solved through constructive dialogue between people involved in the socio-political processes in their respective countries, such as diplomats, parliamentarians and senior officials.

H.E. The PUIC Secretary General Prof. Dr. Mahmud Erol KILIC participated in the proceedings of the 7th Plenary Session of the Parliamentary Assembly of the Mediterranean (PAM), held in Valletta, Malta, on 12 -13 October 2012.
Addressing the meeting, His Excellency Prof. Dr. KILIC said that the issue of Palestine should be solved on the basis of relevant UN resolutions and the realization of the inalienable Palestinian rights. He also called for engaging in the dialogue of civilizations and co-existence of cultures which constitute a safety value for a stable and safe world.

The PUIC Secretary General H.E. Prof. Dr. Mahmud Erol KILIC, accompanied by the PUIC Assistant Secretary General H.E. Mr. Ali Asghar Mohammadi Sijani, attended in the work of Baky International Humanitarian Forum, which was held in Baku, Azerbaijan, on 4-5 October 2012.
In his invitation letter Mr. Mahmud Karimov Member of the Organizing Committee stressed that his organization covered the humanitarian issues dealt with at the last year’s Forum.

His Excellency Prof. Dr. Mahmud Erol KILIC, Secretary General of the PUIC, expressed his best congratulations and sincere wishes to H.E. Mr. Mohammad Osman Jawari on the occasion of his election as Speaker of the Parliament of the Republic of Somalia.
In his congratulatory message, Prof. KILIC stressed that the distinguished experience of Mr. Jawari in legislative and executive action will enable him to realize the hopes of his people in consolidating democracy and good governance.
The PUIC Secretary General reiterated that the General Secretariat is ready for cooperation with the Parliament of Somalia.

His Excellency the PUIC Secretary General, Prof. Dr. Mahmud Erol KILIC congratulated H.E. Mr. Mohammad Yousif Al-Migarief on the occasion of his election as Speaker of the Libyan General National Congress.
In a letter of congratulation Prof. KILIC said that the election of Mr. Al-Migarief to this superior post is considered a victory for the blessed Libyan revolution. He added that the qualifications of Mr. Al-Mifirief will enable him and his august Congress to promote democracy and Shura in Libya.
He stressed the readiness of the General Secretariat to cooperate with the General National Congress in Libya in order to realize the hopes of the Muslim Ummah.

The PUIC Secretary General, Professor Mahmud Erol KILIC expressed his heartfelt condolences on the passing away of H.E. the Sudanese Minister of Guidance and Endowments and all the members of his accompanying delegation on the morning of Eid-el-Fitr.
In his message to H.E. the Speaker of the National Assembly of the Republic of the Sudan Mr. Ahmed Ibrahim Al-Tahir Prof. KILIC prayed to Almighty God to grant him and the bereaved families patience and consolation. He also prayed to God to protect the Sudan and its people against all evil and tragic events.

His Excellency the PUIC Secretary General, Prof. Dr. Mahmud Erol Kiliç has sent a congratulation message to the Speaker of Senegalese Assembly, His Excellency Mr. Moustapha Niasse, on the occasion of his election as Speaker of the National Assembly of the sisterly Republic of Senegal.
In his congratulatory message, he expressed his sincere wish and readiness to strengthen the relations of cooperation between the PUIC and the National Assembly of the sisterly Republic of Senegal.

H.E. PUIC Secretary General, Professor Mahmud Erol KILIC Expressed his strong condemnation and denunciation of the acts of violence, murder and dispersion to which the Rohingya Muslims in Myanmar are exposed. In his statement Prof. KILIC characterized these acts as a human tragedy and a blatant violation of human rights.
His Excellency appealed to international and regional organizations, primarily the UN and its Geneva- based Human Rights Committee, as well as all civil society organizations, active in the field of human rights, to exert their utmost in order to halt the acts of violence and murder perpetrated against Muslims in Myanmar.
His Excellency urged all PUIC Member Parliaments to show solidarity with the Rohingya Muslims.

H.E. PUIC Secretary General Prof. Dr. Mahmud Erol KILIC participated in the 8th Conference of the Islamic Manuscript Association, and the pre-Conference meeting of the Association which were held at Cambridge University in Britain on 7 – 12 July 2012.
It is worth noting that Prof. KILIC is a member of the Board of the Islamic Manuscripts Association which is based in Cambridge University.

H.E. PUIC Secretary General Prof. Dr. Mahmud Erol KILIC participated in the proceedings of the 21st Annual Session of the OSCE Parliamentary Assembly, held in the Principality of Monaco on 5-9 July 2012 under the theme “The OSCE: A region of Change” .
His Excellency delivered a speech at the session in which he called for doubling the efforts of our parliaments to maintain constructive and fruitful cooperation in order to firmly establish peace and security world-wide.
In his Speech Prof. KILIC also called for exchanging observer status between the PUIC and the OSCE. He stated that this step is confirmation and fulfillment of the wish of both organizations to enhance joint parliamentary action, as well as confirmation of parliamentary diplomacy to play a pivotal role in advancing understanding among peoples in order to serve the causes of peace and security.

The PUIC Secretary General H.E. Prof. Dr. Mahmud Erol KILIC attended, as an observer, the Third Plenary Session of the Parliamentary Assembly of Turkic Speaking Countries (TURKPA), which was held in Bishkek, Kyrgyzstan, on 14-16 June 2012.
The Secretary General delivered a speech at the Session.
In his invitation letter TURKPA Secretary General stressed that his organization attaches particular importance to cooperation with the PUIC.

The PUIC Secretary General, Prof. Dr. Mahmud Erol KILIC, expressed his confidence that the re-election of H.E. Dr. Ali Larijani as Speaker of the Islamic Parliament of Iran is the best proof of the great successes and achievements of his previous speakership at the national, regional and international levels.
In his congratulatory message to Dr. Larijani, Prof KILIC stated that the forthcoming period will witness greater successes which effectively contribute to the enhancement of joint parliamentary action in all areas aimed at reaching its sublime objectives.
The PUIC Secretary General also expressed appreciation and gratitude to the support and backing offered by the Islamic Republic of Iran to the Union which has contributed to enabling the PUIC to optimally achieve its functions.

H.E. PUIC Secretary General Prof. Dr. Mahmud Erol KILIC expressed sincere congratulations to H.E. Mr. Mahommad Al-Arabi Wold Khalifa on the occasion of his election as Speaker of the National People’s Assembly of Algeria.
In his congratulatory message, Professor KILIC reiterated the readiness of the PUIC General Secretariat to continue to enhance the already strong and distinctive relations with the august Algerian Assembly aimed at promoting joint Islamic Parliamentary action.

The PUIC has been granted an observer status at the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC).
The 39th General Assembly of the Black Sea Organization, meeting in Yerevan, Republic of Armenia, has agreed to grant observer status to the PUIC.
H.E. Prof Dr. Mahmud Erol KILIC, PUIC Secretary General accompanied with H.E. Mr. Ali Asghar Mohammadi Sijani, PUIC Assistant Secretary General, participated in the proceedings of PABSEC which took place on 23-24 May 2012 in response to an invitation from the Black Sea organization. He delivered a speech at the meeting.
PABSEC Session was attended by delegations representing Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Moldova, Romania, Russia, Turkey and Ukraine. Several regional and international organizations, including the PUIC, also attended the session.

The PUIC Secretary General, Prof. Dr. Mahmud Erol KILIÇ condemns the armed attack which targeted the Afghani Parliament in Kabul, Capital of Afghanistan.
The Secretary General calls on all parties to preserve the inviolability of the Parliament; considered as the body expressing the view of the brotherly Afghani people, aimed at creating appropriate conditions which will realize peace, security and stability of the sisterly Islamic Republic of Afghanistan.

The PUIC Secretary General, H.E.  Prof. Dr. Mahmud Erol KILIÇ condemned the military attack perpetrated by the State of South Sudan and its occupation of Higleeg region in the Republic of the Sudan.
In his statement the Secretary General demanded immediate withdrawal of the invading forces from Sudanese Soil.
He emphasized the resolutions of the PUIC Conference which call for supporting the Sudan in defending its sovereignty, security, stability as well as standing by its side against all external threats.

The PUIC Secretary General, H.E. Prof. Dr. Mahmud Erol Kiliç sent a congratulation message to the new Speaker of National Assembly of the Republic of Côte d'Ivoire, Mr. Guillaume Soro Kigbafory.
In his message, Prof KILIÇ prays to God, the Almighty, to grant Mr.Kigbafory success, and expressed his sincere wish and willingness to do more to strengthen relations of cooperation between the PUIC and the National Assembly of the Republic of Côte d'Ivoire.

The PUIC Secretary General H.E. Prof. Mahmud Erol KILIC expressed his happiness at the election of the honourable Seyed Nayyer Hussain Bokhari as President of the Senate of the Islamic Republic of Pakistan.
In his congratulatory message to Mr. Bokhari, the Secretary General stated that this election reflects the high credibility invested in his high person.
Mr. KILIC reconfirmed his continuous cooperation with Mr. Bokhari and the august Senate of the Islamic Republic of Pakistan.

The Headquarters of the PUIC was graced by a kind visit of H.E. the Turkish Prime Minister Mr. Recep Tayyib Erdogan and the accompanying delegation on Wednesday evening 28 March 2012 in response to an invitation extended by His Excellency the PUIC Secretary General Prof. Mahmud Erol KILIC.
His Excellency Mr. Erdogan was received at the PUIC Seat by His Excellency the Secretary General Professor Mahmud Erol KILIC and His Excellency the Director of the Cabinet Ambassador Siddig Yousif Abu Aghla, and other PUIC officials. 

The PUIC Secretary General H.E. Prof. Mahmud Erol KILIC congratulated H.E. Prof. Ahmed Fahim on his election as Speaker of the Shura Council of Egypt. In his congratulatory message he stated that the election is a clear proof of the trust put in him by the Egyptian People and their august Assembly considered as an outstanding political leader on the Islamic and international domains.
The Secretary General reiterated the readiness of the PUIC General Secretariat to continue positive and constructive cooperation with His Excellency in order to serve the causes of our glorious Muslim nation. 

H.E. PUIC Secretary General Professor Mahmud Erol KILIC, accompanied by the PUIC Assistant Secretary General, attended the 18th regular Conference of the Inter-Arab Parliamentary Union, as an observer, held in Kuwait on 5-6 March 2012. The Conference was under the patronage of H.H. Emir of the State of Kuwait who delivered a brief speech at the Conference.
The Secretary General held a meeting with H.E. the Speaker of the People’s Council of Kuwait, Sheikh Ahmed Abdul Aziz Al Saadoun.
The Secretary General also met, on the sidelines of the Conference, with the Speakers of Parliaments of Arab Republic of Egypt, Republic of Iraq, State of the United Arab Emirates, Kingdom of Bahrain, Kingdom of Saudi Arabia, Kingdom of Morocco, Republic of Algeria, Republic of Tunisia, Republic of the Sudan, Hashemite Kingdom of Jordan and the Republic of Yemen. He also held talks with a number of heads of participating delegations.

The PUIC Secretary General H.E. Prof. Mahmud Erol KILIC has carried out important contacts aimed at condemning the Israeli practices against Palestinians and to ensure immediate release of the Speaker of the Palestinian Legislative Council and a number of Council members as well as other Palestinian Political personalities who are detained by Israeli authorities.
Contacts involved addressing the Inter-Parliamentary Union (IPU) and informing it about the provisions of the resolutions adopted by the 7th Session of the PUIC Conference in this regard, together with the Union’s demand in its Final Communique to the IPU to freeze membership of Israel.
The PUIC Secretary General also dispatched a Note to all the august Member Parliaments including three enclosures: Statement issued by the Secretary General condemning Israeli authorities following the unjust sentencing by an Israeli Court against Dr. Abdul Aziz Al Duwaik; the message sent by the Secretary General to the IPU; and the reply message to the PUIC Secretary General from the IPU Secretary General in response to the former’s message in this regard.

H.E. the PUIC Secretary General Professor Mahmud Erol KILIC Expressed sincere wishes for His Excellency Mr. Ahmed Abdul Aziz Al Saadoun on the occasion of his election as Speaker of the National Assembly of the sisterly State of Kuwait.
In his congratulatory message, the Secretary General stated that the rich parliamentary expertise which Mr. Saadoun enjoys shall be the best assistance in the performance of his sublime tasks.
Prof. KILIC stressed that the PUIC shall continue the process of fruitful cooperation that characterizes PUIC-Assembly relations for serving the noble PUIC objectives in order to realize the hopes and aspirations of the glorious Islamic nation.
The PUIC Secretary General also felicitated Kuwait, Parliament, people and government, on occasion of the National Day and the anniversary of liberation

The PUIC Secretary General H.E. Professor Mahmud Erol KILIC wished success for H.E. Mr. Nurlan Nigmatulin on his election as Speaker of the House of Representatives of Kazakhstan.
The Secretary General stressed that this election reflected the high credibility invested in Mr. Nigmatulin, and reconfirmed his resolve to continue cooperation with him and with the esteemed House of Representatives of Kazakhstan.

The PUIC Secretary General H.E. Professor Mahmud Erol KILIC felicitated H.E. Mr. Raphael G.C. Trotman on his election as Speaker of the National Assembly of Guyana.
In his message of congratulation, the PUIC Secretary General emphasized his resolve to continue cooperation with Mr. Trotman and the National Assembly of Guyana. He also expressed the hope to see a more robust Guyanese participation in PUIC meetings.

The PUIC Secretary General H.E. Professor Mahmud Erol KILIC dispatched a congratulatory message to H.E. Mr. Qsilbek Jeenbekov on the occasion of his election as Speaker of the Supreme Council (Jogrku Kenesh) of Kyrgyzstan.
In his message the Secretary General stressed that this election reflected the high trust invested in Mr. Jeenbekov, and that he reconfirmed his continuous cooperation with him and the esteemed Supreme Council of Kyrgyzstan.
